Click on the dashboard, click "view" on the swap you want. Once your at the swap's info page, the option to rate your partner will be in a yellow box on the upper right side of your screen.

Tillie- on my computer, the yellow box is still floatinng in the lower right hand corner, so look there if you don't see it.
