This will be using the easy technique of tape transferring an image. If you don't have a laser printer, you can use any printed images from postcards, note cards, cardstock, magazines, maps, any image that you like. There are several videos on Youtube with details, here is just one.

Please no scrapbooking.

OK, I see how to make a transfer, but then how do you glue it to paper? Can you do pencil or watercolor on the paper before? After the is glued on, will you be able to color the top with anything? I mean, colored pencil or watercolors will not stick to the top of the tape. Is there a medium that will?

Sorry but inquiring minds need to know.

@revbyrd no apologies necessary, I'm glad you asked if you weren't sure!

I use Diamond Glaze to glue it on, because I can spread it around with my finger and it dries clear. If you don't have that, you can use a glue just around the edges to put it on. Sometimes the tape will still be sticky and you don't have to use anything else.

You can do anything you want on the background before hand. On the one I have up at the top of the swap, I put it on a piece of old sheet music. If you look at the examples I gave of other ones Ive done, you can see that it was layered. I don't do anything to the top of the tape, because it's shiny and slick as you said. You could glue an embellishment on there with the right kind of glue if you wanted.

You can also go to Flickr and do a search for tape transfer art to see what other folks have done to get ideas.

I have done transfers of colored pencil, but sharpie didn't work (it washed off when I soaked the taped image). This surprised me, since sharpies are supposedly permanent! But anyway, my point is, you might want to experiment with a few different media to see what works.

I usually do the packing tape transfer as the top layer, so I've never experimented with what might stick to the top of the tape. Here are some examples where I used colored pencil before transferring a laser printed image:
