Usually it means you must spend $10 BEFORE shipping. There is no price range.... you just have to spend $10 or more not less. Usually everyone had a few favorites in their account that cost at least 10 but not much more. Or a few cheaper things that could add up to 10.

Okay, thanks. You should probably clarify the description so it doesn't say " between this price range!" then.
