For this swap we will be creating 1 cupcake themed 250 count matchbox for 1 partner. Feel free to specialize for your partner according to their profile. I am making this a little longer so people have time to fill the larger matchbox.

Is it just the matchbox that must be decorated with a cupcake theme, or do all of the things that go inside have to relate to cupcakes too?

I would say it should have an overall cupcake theme, but you can personalize for your partner. So, not every single item needs to be cupcake-y (you like that made up word?)

Whats the difference between a 32 ct matchbox and 250 count. I am assuming it is larger and holds more items. If I am unable to come across a 250 count, can I add several 32's to make up the difference?
