I learned tengwar from a tutorial on a site called Eleni Aranelwa, but it hasn't been maintained since 2006, and sometime in the last few months went offline. I found the tutorial I used in the wayback machine, here, but the pictures are no longer there, so it doesn't do much good. Another site I recomend is Amanye Tenceli, or Omniglot if you want to learn the Sindarin mode, which I prefer for writing English. If you still have trouble I could help you with it!
Le hannon! I got your LOTR letter for the penpal tag today. It's cool that you're trying to learn Sindarin! Have you tried writing in tengwar too? I only know a smattering of Sindarin phrases, but I use tengwar every day, for my journals. It's a lot of fun, and significantly easier to master.
