I did a post card mail project for the USO and found that colored tissue paper made glues down with a mild amount of glue sticks made for great fields of color. This might help you with Operation Write Home. They looked like this:

The backs were blank and I paired them with colored envelopes, then fit them in sandwich bags. I had to cut the zipper top off the sandwich bags to make them fit. I just taped them shut and they looked great.
